The program was built on the idea that "…the biggest weakness of Arabs is shame and humiliation." The concept rooted from Raphael Patai's 1973 book "The Arab Mind." Consequently, sexual abuse and coercion was employed in order to obtain intelligence. This included the photographing of prisoners in sexually demeaning poses. Hersh continues to detail how the program was expanded to include "'… cabdrivers, brothers-in-law, and people pulled off the streets'." All actions approved by the Secretary of Defense.
